The Federal Prosecution Office presented charges of homophobia against Education Minister Milton Ribeiro. In 2019, he spoke out against sexual education classes being given in public schools, telling one newspaper that teenagers were “choosing to be gay,” and linked homosexuality to “dysfunctional families.” Mr. Ribeiro also used a derogatory term to describe homosexual individuals.

In 2019, the Supreme Court ruled that homophobia should be criminalized, equating it to racism in terms of punishment.
