Game developers frown on the sector’s legal framework proposal

A bill already approved in the lower house and pending in the Senate seeks to create a legal framework for electronic games in Brazil. 

Why it matters. The proposal alters crucial legislative points for the correct characterization and development of the video game industry, such as decoupling electronic games from gambling — a distinction that does not currently exist — and defining investments as innovation, which may give the sector access to cheaper lines of financing.

  • Per market research platform Newzoo, Brazil has about 101 million video game players, which places the country as the fifth largest market for digital games per consumer base in the world and the largest in Latin America. 
  • In terms of financial volume, Brazil’s gaming industry generated USD 2.7 billion in 2022, making it the tenth-largest market globally.
