This week: Brazilian digital ID will finally start being issued in December. Data protection is closer to becoming a fundamental right in Brazil. Brazilian radio telescope to explore the universe’s dark energy. 

Brazilian digital ID to be issued in December

In two months’ time, the Brazilian government will unite citizens’ personal and biometric data in a single document, the National ID Card (DNI). 

Why it matters. Talk of a digital ID is not new, with a 2017 law creating a consolidated database which would allow Brazilians to be “easily and safely” identified. But implementation hiccups caused by budgetary limitations held the project back.

  • In March this year an agreement was signed by the federal government to enable the creation of the National Civil Identity Fund (FICN). 

How it will happen. According to Sandro Nunes Vieira, a clerk for the presiding justice of the Superior Electoral Court, 500,000 documents should be issued by February 2022, when Justice Luís Roberto Barroso’s term as head of the Court comes to an end. It is expected that a total of 50 million IDs will be issued over a period of five years.

  • This year alone, the Electoral Justice system is investing BRL 90 million into the DNI and the ICN. Over five years, the expected budget for the project will reach BRL 200 million.
  • Ms. Nunes Vieira states, however, that issuance still depends on public bidding processes involving private contractors.
