A dark horse for the Senate presidency has beef with the Supreme Court

When Congress takes office on February 1, Senator Eduardo Girão of Ceará will throw his hat in the ring for the election of the Senate president. 

The Senate has seen surprising leadership votes in recent years, but no one in Brasília expects Mr. Girão to pose a real threat to the two frontrunners, incumbent Rodrigo Pacheco, who is seeking another two years as head of the upper house, and Rogério Marinho, a rookie senator who served as Mr. Bolsonaro’s regional development minister. 

Mr. Pacheco has the sympathy of the Luiz Inácio Lula da Silva administration, while Mr. Marinho represents mainstream Bolsonarism. The latter has the public support of other...
