Back in 2008, Brazil formulated its National Defense Strategy, selecting the construction of a nuclear submarine as one of its priorities. The plan was budgeted at 32 billion Brazilian Reais in current values, and was set to be concluded by 2027. This ambitious plan was reiterated four years later, when the government drafted what became known as Brazil’s White Book on National Defense. The submarine would allow the country to “considerably elevate Brazil’s presence in the South Atlantic.”
