São Paulo Governor João Doria said this Wednesday that a full-scale lockdown in the city “cannot be ruled out,” even though it is not in the state government’s plans right now.

“There is no lockdown planned at the moment, but we won’t rule it out. If there is a need for tougher measures, we will not hesitate to adopt them. However, we will only impose this after health recommendations.”

Mr. Doria is one of President Jair Bolsonaro’s fiercest right-wing political rivals. After President Bolsonaro issued a decree making gyms, hair salons, and barbershops “essential services” — allowing them to reopen even during strict lockdown — Mr. Doria was among the governors who contested the decision, saying these establishments would remain closed.
