Government allows advance on public contracts during pandemic

President Jair Bolsonaro signed this Thursday a provisional measure that allows for the advanced payment of government contracts until December. The goal is to accelerate contracts related to public services and to give public administrators more freedom to make choices. 

The measure sets specific guidelines to avoid default. If a service is not delivered before the deadline, contractors can request full reimbursement. It also provides for the delivery of services in phases.

Every year, transactions related to purchases made by the federal government add up to BRL 48 billion (USD 8.24 billion). If not approved by Congress within 60 days, the provisional decree will expire.
