The possibility of extending quarantine measures until later in the year has led the Superior Electoral Court to consider postponing the 2020 municipal elections, originally scheduled for October. The court reportedly believes it would be unconstitutional to extend mayoral terms beyond the established four years — so the elections would have to be held by December. The first round would be separated from the runoff stage by 15 days — instead of the current 21 days.
Our March 24 Weekly Report explained the challenges of going ahead with the election in 2020, given the design of Brazil’s voting system. At the time, authorities weren’t publicly admitting to the possibility of changing the electoral calendar.
