Bolsonaro labor proposal set to expire in Congress

The Green and Yellow Work Contract — a mini labor reform proposed by President Jair Bolsonaro to encourage job creation for people under 29 and over 55 years old — has yet to go to a vote in the Senate. As the measure was part of a so-called Provisional Decree, it will now expire on Monday.

The decision not to vote on the measure was agreed between party whips in the Senate and made in response to Mr. Bolsonaro’s attacks against lower house speaker Rodrigo Maia. During Thursday’s session, Senate President Davi Alcolumbre criticized the way the Executive branch has submitted its proposals, saying Congress has not been given enough time to deliberate over them.

The Green and Yellow Work Labor Contract was among the main proposals of the Bolsonaro government to reduce unemployment in Brazil. In February, according to data from the Brazilian Institute of Geography and Statistics, unemployment reached 11.6 percent of the population, corresponding to 12.3 million people.
