Federal government and municipalities sign agreement over 2022 Census

The Brazilian Institute of Geography and Statistics (IBGE) and the National Confederation of Municipalities (CNM) on Tuesday signed a cooperation agreement aimed at exchanging information between the two institutions ahead of the 2022 Census, scheduled to begin on August 1.

At an event, CNM president Paulo Ziulkoski emphasized the importance of data provided by municipalities to divide up resources from the Municipal Participation Fund, consisting of money transferred from the federal government to states, which pass it on to municipalities.

“The fund requires precise numbers for the division of quotas. And each quota represents between BRL 2.5 million [USD 503,362] and BRL 3 million annually to the municipal coffers,” said Mr. Ziulkoski. 

The survey is particularly important for municipalities, which rely on accurate census data for almost everything — from infrastructure and public health planning to districting, business development, and determining the allocation of federal funding across states and local governments. 

Budgetary issues and the pandemic kept Brazil from holding its population census in 2020 and 2021. The survey will finally be conducted this year, albeit with a smaller budget.
